BESCOM Meter Transfer On your name

In this post I am going to guide you the processes or formalities you need to do in order to change the BESCOM Ownership name of Your Electricity Bill in Bangalore.

When an individual purchases a house or an apartment the electricity meter and bill will be in the name of the land lord or the 1st Owner. For utilizing the electricity bill as an Address proof it becomes important to transfer the name of the BESCOM electric meter to the new owner's name.

As per BESCOM you can register your consumer number, name, address & telephone number with formal request letter to Soujanya counters established in all the jurisdictional area sub-divisions along with the following Documents.


  • Formal letter of request for change of name.
  • Copy of the previous sale agreement.
  • NOC from the Builder/Owner/Society
  • Sale deed & tax paid receipts
  • Copy of last paid power supply bill
  • Indemnity Bond

There are following misunderstanding about the BESCOM in People's mind while transferring BESCOM electric METER  to their name.

Misunderstanding I : BESCOM meter transfer takes a long time.
Reality : It's simple process of 5-6 hours. However, for your name to be reflected in the bill it will take a bill cycle.

Misunderstanding II : Government people will ask bribe.
Reality : They don't ask for bribe at any moment of the process. They might have attitude but you should not be having at the same time. They are good if you ask. 

Misunderstanding III : You should be knowing Kannada.
Reality : Kannada is the local language of Karnataka and a resident must respect it. If you know, it is better otherwise also your work doesn't have any Blocker. The people you are going to deal with are JE / AE (Junior Engineer / Assistant Engineer) and AAO ( Assistant Accounts Officer ). They know English very well.

Misunderstanding IV : You should have to visit BESCOM office multiple times.
Reality : Yes, If you are not ready with the right documents at right time. Otherwise, if you follow the steps what I have mentioned below, only one visit will get you everything. 

Please keep positivity in your mind follow the below process, everything would be smooth.


Step 1 : Certify your sale deed & Collect Forms (15 Mins)

Reach to any nearest BESCOM sub division. Collect 4 Forms from the Office for name Transfer for Rs 350/- . First and Last form can be used as printout but Indemnity Bond and Power supply agreement have to be franked with 100 Rs and 200 Rs. respectively. That is the reason why they charge 350 Rs. Get all your documents notarized. Even you can  use bank certified copies if you don't want to spend 5 Rs per page to notarize.


Step 2 : Fill the forms (10 Mins)

The forms are very easy to fill. Please sign the documents and get a witness signature.


Step 3 : Get NOC in either of the 3 format(10 Mins)

1. Form IV is NOC form which should be taken from current owner. You need to fill with consumer number and get it signed.

Or

2. Even a normal A4 paper with proper description of meter and written in descriptve sentences should be enough. 

Or

3. If you would have mentioned in the sale deed that the buyer can transfer the meter related with consumer number XXXX with deposit and other items and I don't have any objection, that is also enough for a BESCOM officer to go ahead.

Suppose if you are the 4th owner of the house and still the meter is not transferred from builder's name, then also don't worry. You need to just take NOC from builder and in the NOC, just mention how the house is reached to you in your hand writing with arrows to make it simple for BESCOM officer to understand. In this case, you need to attach all the sale deeds from builder to the 4th owner sale.


Step 4 : Get it signed from JE/AE

Go to nearest BESCOM bill payment center. An office of JE or AE will be there. Give the file to JE. He will note some details on the back side of Form 1. He will return the file with sign and seal behind the same form.


Step 5 : Go to sub division office and you are done.

Go there with the file to revenue counter or office of AAO. Ask there where to give the transfer file. A person sitting at the service counter for your area will take the file and verify it. This generally take 10 mins. Once he says OK, you need to go to the payment counter and pay 100 Rs transfer fees. Give the file at payment counter, they will give you a 100 Rs. receipt. Go back to same person, who told you to pay the transfer fees and give the file back, he will keep the file and tell you to check your next month's Bill.


You are absolutely done and your next bill will have your name with the address specified in the FORM I.


Summary


Total Amount of Money to be spent : 370 Rs + 100 Rs = 470 Rs.
Total time to be invested: 1 Hr + Travelling time ( For my case it was 4 hours approximately)

Just try the above steps before going to any Agent. By doing this you will be saving the money and it may be small amount for you but it will be huge when you donate it to a poor one who really needs it.
